Job Summary

The Attorney II will conduct legal research, interpret policies, and prepare and draft contracts, memorandum of agreements and related documents for assigned and emergent grants as awarded. Additionally, the Attorney II will monitor changes to laws, guidelines, or regulations especially as it pertains to the current grants implemented by the Office of Resilience and those grants to be acquired and implemented by the office. The position also requires policy writing and review for the Disaster Relief and Resilience Fund and the South Carolina Resilience Revolving Loan Fund. The position will need to learn how the Statewide Strategic Resilience and Risk Reduction Plan guides agency planning. The Attorney II may be asked to prepare opinions involving legislative acts and court decisions, and to track legislative actions that impacts the agency or its mission. Under limited general supervision, this position:

Supports requests from SC Office of Resilience (SCOR) management about actions with outcomes that may require a legal opinion regarding policy and authority by ordinances, statutes, state laws, federal law, and the awarded grants and future awarded grants.

Prepares, drafts, revises, and/or reviews contracts, deeds, leases, and other legal documents.

Assists in developing policies and procedures for SCOR.

May be required to maintain logs, files, and documents related to legal elements of resilience planning programs, disaster recovery, and mitigation.

Participate in and assist with technical assistance for agency or agency program implementation legal compliance requirements.

Provide legal guidance and programmatic compliance for Hurricane Helene Federal CDBG-DR grant award and Hurricane Helene SCOR Disaster Relief and Resilience Fund programs.

Performs all other duties as required and assigned by the supervising attorney.

Proposes solutions to issues for suggested legal or legislative action at the local or state levels related to the Strategic Statewide Resilience and Risk Reduction Plan.

Investigates claims and complaints by or against SCOR’s programs and recommends actions to be taken.

Attends meetings of the SCOR Resilience grants and advisory teams.

Prepares and drafts agreements and related documents for state agencies. As needed, attends meeting of the SCOR's management, disaster recovery, mitigation, or resilience planning teams.

Participate in public hearings, public engagements, and review and/or provide factual testimony before governmental bodies.

Minimum and Additional Requirements

A juris doctor degree or its equivalent from an accredited law school and experience as a practicing attorney required.

The candidate must also be a member in good standing of the SC Bar.
