June 2007 Minutes
June 21, 2007
The Family Law Section Council met this date via conference call. Participating members included Martha L. Hamel, Elizabeth Myrick, Connie F. Payne, W. Randall Phipps, Vicki J. Snelgrove and C. Vance Stricklin. Representing the Bar staff was Tara Smith.
Chairperson Myrick called the meeting to order.
The first item of business was approval of the minutes from the May 17, 2007, meeting. Ms. Snelgrove moved approval of the minutes. Mr. Phipps seconded the motion, and it was approved.
The next item of business was discussion on the FY2007-2008 Section Goals. The following goals were approved:
Conduct a Section CLE at the 2008 Bar Convention.
Sponsor a CLE seminar on children and custody issues in the Family Court to satisfy the requirements of the GAL Reform Act.
Monitor proposed legislation involving the Family Court system and assist any task force charged with reviewing/formulating such proposals.
Explore obtaining certification through the Supreme Court of South Carolina for Family Court practitioners.
Continue to sponsor the Family Law Section Hot Tips CLE.
Continue to provide assistance to the Rules Revisions Committee of the South Carolina Conference of Family Court Judges; monitor proposed rule changes; and advocate the Council’s position on any proposals.
Coordinate and sponsor a Family Law Intensive Workshop in 2008.
Continue to sponsor the Section Chair’s attendance at a National ABA meeting.
Continue to co-sponsor the “Why Me?†video project with the South Carolina Bar Young Lawyers Division.
Support re-introduction of Rule 14 and the Financial Declaration form during the upcoming legislation session.
Explore legislation clarifying the termination of child support.
It was recommended that the Council proceed with its proposed amendments to Rule 21 of the SC Family Court Rules, pursuant to the Rules of Civil Procedure to re-submit to the Family Court Judges. The Council was to address at the next meeting.
Next was discussion on proposed legislation regarding military custodial rights. Ms. Snelgrove briefly reviewed a bill that was introduced in North Carolina preventing judges from automatically ruling military deployment as a change of circumstance regarding visitation and custody. She asked about the Council’s interest in supporting the proposed legislation. After discussion, it was the consensus of the Council not to pursue the matter.
Next was a breakdown of the FY2007-08 Section Council meetings and events. The dates were as follows:

It was noted that the Section Council would continue to meet at 3:00 p.m. Ms. Snelgrove moved approval of the Section Council meeting and event schedule for the 2007-2008 Bar year. Ms. Myrick seconded the motion, and it was approved.
Ms. Smith announced that the Bar was updating the Pocket Legal Counselor. She asked that the Council review the Divorce portion of the guide and submit revisions to her by June 22, 2007.
Next, Ms. Smith provided an update on the “Why Me?†video. She reported that the CD had been finalized and that the pamphlet was being drafted. Ms. Myrick announced that the Section was to be acknowledged for its involvement with the project.
Next was discussion on the 2008 Bar Convention. Ms. Snelgrove announced that Steve Abrams had agreed to speak at the seminar. She was to contact Richard Whiting regarding his interest. Ms. Hamel was to contact the Honorable Kaye and Mr. George Hearn to verify their interest.
There being no further business, the meeting was adjourned.
