Minutes August 2007

The Environment and Natural Resources Section Council met on this date via conference call. Participating members included Robert Lenhardt Jr., Stacy Taylor, W. Marshall Taylor Jr., Elizabeth Warner and Wendy Wilkie. Representing the Bar staff was Tara G. Smith.

Chairperson Taylor called the meeting to order.

The first item of business was approval of the minutes from the December 7, 2006, meeting. Mr. Lenhardt moved approval of the minutes.  Ms. Wilkie seconded the motion, and it was approved.  

The next item of business was discussion on the FY2007-08 Section goals. Mr. Taylor reviewed last year's goals. After discussion, the following goals were approved.

•    Conduct a Section CLE and Section meeting in conjunction with the Bar Convention.

•    Host a reception for Section members in conjunction with the Bar Convention.

•    Provide program support to the South Carolina Administrative and Regulatory Law Association (SCAARLA) at its annual fall seminar.

•    Continue to improve communications between the South Carolina Bar Environment & Natural Resources Section and the ABA Section of Environment, Energy & Resources in order to elevate the profile of the South Carolina Section within the ABA and to actively share information with the Section members on resources available through the ABA.

•    Publicize and continue to improve the Section Web site by including useful information on Section membership, activities, legislation, frequently asked questions and links to legal resources.

•    Participate in a week of the South Carolina Bar segment radio program by providing speakers from the Section to discuss environmental, energy, or natural resource issues.

Next was discussion on improving the Section Web site. It was the consensus of the Council that it continue to provide useful information on Section activities, legislation, and links to legal resources. In order to increase the level of understanding of environmental law, it was suggested that a list of frequently asked questions be included. Ms. Smith was to solicit ideas from the Section members. Mr. Lenhardt and Mr. S. Taylor were to compile the information and present the results to the Section at the January meeting.

Next, the Council expressed its desire to improve communications between the Section and the ABA Section of Environment, Energy & Resources. Ms. Wilkie volunteered to explore and was to report her findings at the next Council meeting.  

In the next item, Mr. M. Taylor discussed publicizing what the Section and environmental attorneys have to offer to its members and the community. He suggested that the Section produce a postcard highlighting these areas and distributing it to all members of the South Carolina Bar. He welcomed feedback from the Council. After discussion, it was the consensus of the Council that Mr. M. Taylor coordinate.  Ms. Smith was to research the printing and postage expense.

Next was discussion on the Section CLE in conjunction with the 2008 Bar Convention. It was reported that the Section seminar was scheduled for Thursday, January 24 from 1:30 p.m. to 4:45 p.m. Ms. Wilkie announced that the agenda and faculty had been finalized. The Council expressed concern over attendance levels at Thursday CLEs. Ms. Smith was to explore other options and email her findings to Mr. M. Taylor and Ms. Wilkie.

Next was discussion on FY2008-09 Section Council nominations. Ms. Smith noted that the Secretary position and two Council member seats were vacant. Mr. M. Taylor welcomed nominations from the Council. Ms. Warner moved that Stacy Taylor serve as Secretary. Mr. Lenhardt seconded the motion, and it was approved. Mr. S. Taylor moved that Ms. Warner serve as Council member, term expiring in 2011. Mr. Lenhardt seconded the motion, and it was approved. After discussion, Mr. M. Taylor suggested that Elizabeth Applegate fill the vacant position. Ms. Smith was to solicit nominations through the Section listserv and post on the Bar Web site.

Mr. Taylor announced that the 2007 Section Membership Directory was distributed in June. He thanked Ron Cardwell and Tommy Lavender for coordinating.
