Court appointment funding available
$2.5 million dollars is earmarked for the reimbursement of
civil case court appointments and available for disbursement. The funds are administered through the S.C. Commission on Indigent Defense (SCCID) and are dedicated for use in reimbursing private lawyers appointed to represent indigents in civil cases including termination of parental rights, abuse and neglect, probate court commitments, sexually violent predator and post conviction relief matters. These funds were allocated on a one-time basis. In order to make the case for a recurring appropriation, Bar members are strongly encouraged to apply for reimbursement to SCCID. Funds are also available through SCCID for reimbursement of appointed
criminal cases. For information on submitting a voucher, please visit

hryan@sccid.sc.gov. The Commission continues to work on the development of a contract system for the handling of civil case appointments.

The Law Related Education (LRE) Division is seeking additional volunteers for its high school mock trial program. The following high schools are just a few of many participating at the end of February in regional competitions (in Columbia, Conway, Greenville, Spartanburg and Charleston) and are in need of an attorney coach. Coaching mock trial teams offers the opportunity to bond with kids while teaching the legal process and trial procedure.

Harry Dest elected 16th Circuit Chief Public Defender
Harry Dest has been appointed by the S.C. Commission on Indigent Defense as the Circuit Public Defender for the 16th Judicial Circuit, to become effective January 1, 2008. He is the first circuit public defender to be appointed pursuant to the new S.C. Indigent Defense Act of 2007. There will be an installation ceremony for Harry on Thursday, December 13, at 5 p.m. at the old York County Courthouse. The courthouse is located at the corner of Liberty and Congress Streets in York. All members of the S.C. Bar and Judiciary are invited to attend.

Casemaker's Exclusion Function can be used to prohibit undesired cases from being offered to the user
By placing a hyphen (-) immediately before (
no spaces allowed between the hyphen and the word to be excluded) the term to be eliminated from the search, Casemaker will display only those cases which have desired search terms. For example, property -commercial would most likely yield strictly private property cases. Users are able to insert multiple combinations. Entering the words gross sexual imposition -rape would eliminate all rape cases. Drown -swimming -pool would yield cases in which the word drown would appear, but swimming and pool would not. This useful feature and other search tools allow Casemaker users the flexibility to quickly discover the cases that accurately put them on point. For assistance using Casemaker, e-mail

Advancing professionalism
The South Carolina Bar publishes its Standards of Professionalism for lawyers each year in the
Lawyers Desk Book. In the 2007-08 edition, the standards are on pages 589-594. Members are encouraged to review them periodically for guidance in their professional lives. The standards are also available online at
