The Tax Law Section Council met this date via conference call. Participating members included Jeffrey T. Allen, Bob August, W. Verne McGough, Jr., E. Marie Monroe, F. Patty Scarborough and Thomas G. Sinclair. Representing Bar staff was Tara G. Smith.
Chairperson August called the meeting to order.
The first item of business was approval of the minutes from the April 10, 2012, meeting. Mr. August moved approval of the minutes. Mr. Sinclair seconded the motion, and it was approved.
The next item of business was discussion on the 2013 Bar Convention scheduled for January 24-27 at the Myrtle Beach Marriott Resort & Spa. Mr. August announced that the Section seminar was scheduled for Saturday, January 26, from 8:30 until 11:45 a.m. He provided a brief overview of the agenda and noted that an additional speaker was needed. He welcomed feedback from the Council. After discussion, the following topics were recommended: changes in income tax and estate and gift taxes. The Council expressed concern that the topics could conflict with the Probate, Estate Planning & Trust seminar agenda. Ms. Smith was asked to obtain a copy of the agenda for the Probate seminar and forward it to Mr. August. Ms. Smith stated that the Section would host a dinner on Friday, January 25th for the Council and faculty members. She was to research potential venues and report her findings to the Council.
Next was discussion on the 2013 NC/SC Tax Section Workshop scheduled in May. It was noted that the event would take place at the Kiawah Island Resort. Ms. Smith asked for a volunteer to serve as the coordinator. After discussion, Ms. Scarborough agreed to coordinate. Mr. Sinclair was to assist.
Next, Ms. Smith announced that the Al Todd Workshop was scheduled for July 12 & 13, 2013 in Kiawah. She asked if the Section was interested in contributing $1,000 towards the program as in previous years. Mr. August moved that the Section contribute $1,000 towards the Al Todd Workshop. Ms. Scarborough seconded the motion, and it was approved.
Next was discussion on the Section newsletter. Ms. Smith stated that the last issue was distributed in the spring of 2011 due to the lack of submissions. She queried whether the Council was interested in reducing the number of issues or eliminating the newsletter. After discussion, it was suggested to provide periodic updates through the Section listserv and eliminate the newsletter.
Ms. Smith reported that the amendments to the Section bylaws were to be submitted to the House of Delegates for consideration at the January 2013 meeting.
Next was discussion on the FY2012-2013 Section goals. Mr. August briefly reviewed the FY2011-2012 goals and welcomed feedback from the Council. After discussion, the following goals were approved:
1. Sponsor a Section seminar and a Council and faculty dinner in conjunction with the 2013 SC Bar Convention.
2. Continue to inform Section members of significant developments in local and state tax laws through the Section listserv and post on the Bar website.
3. Continue to actively promote and support the joint NC/SC Tax Law Section Workshop.
4. Continue to actively promote and support the Al Todd Workshop.
5. Continue to produce online CLEs and distance learning programs, including seeking volunteers from the Section to speak on topics that will be available for on-line CLE/specialty credit.
In closing was discussion on establishing a Section forum. The forum would be used as a resource to consult and participate in discussion with other practicing attorneys. Ms. Smith announced that the Probate, Estate Planning & Trust Section approved the Section to join its forum for a one-year trial basis. Ms. Smith was to further research the process and distribute information to the Section members.
